Phantom Stranger meets with The Spectre, right after the Regime arrives at The Hall Of Justice, after Spectre killed Deadman. He wants to know Spectre's motives, and takes him to Saturn to talk with him in private. After a discussion, Spectre reveals his true identity.
After Spectre finds out out Superman is being attacked by Batman and Etrigan, Phantom Stranger tries to stop him. Spectre destroys him shortly afterwards.
